Washington pushes for Ukraine-Russia technical talks by late October as fighting grinds on

Washington is pressing for a technical-level meeting between Ukraine and Russia before the end of October, President Volodymyr Zelenskyy has said, in the clearest sign yet that the United States wants the stalled negotiating track restarted while the war on the ground shows no sign of easing. Zelenskyy confirmed Kyiv is ready to take part and is open to the United Arab Emirates or another venue proposed by the American side.

Speaking in Kyiv alongside German Chancellor Friedrich Merz, Zelenskyy said the American side is in contact with both capitals and is proposing a trilateral-format meeting at technical level. He said he had spoken directly with the US negotiating team on Saturday but could not disclose the details of the preparations. Kyiv, he added, will wait for a response from Moscow.

A familiar obstacle in Moscow

The proposal revives a track that has repeatedly stalled. Ukraine and Russia held three sets of US-brokered talks in Abu Dhabi and Geneva in January and February 2026. The military discussions made some technical progress, but the political talks broke down over the Kremlin's maximal demands, including Ukraine's surrender of territory and terms that would leave the rest of the country without effective security guarantees.

President Donald Trump has also sought a face-to-face meeting between Zelenskyy and Vladimir Putin. Putin has rejected any encounter with the Ukrainian leader unless it takes place in Moscow, a condition Kyiv considers unacceptable. Whether a lower-level technical meeting can break that deadlock remains doubtful, and there has been no public indication that Russia has accepted the American proposal.

European governments, meanwhile, are keeping up public pressure on Moscow. After speaking with Zelenskyy, French President Emmanuel Macron condemned Russia's escalating strikes on civilian infrastructure and said Europe would yield neither to intimidation nor to escalation. The EU's foreign policy chief, Kaja Kallas, warned of a spike in Russian hybrid attacks, sabotage attempts and airspace violations, including renewed violations of Moldovan airspace over the weekend.

Diplomacy under fire

The diplomatic push is unfolding against a battlefield that remains intense along much of the front. Ukraine's General Staff reported 177 combat engagements over the past day, with Russian forces carrying out one missile strike and 85 air strikes that dropped 245 guided aerial bombs, alongside more than 9,500 kamikaze drones and 2,335 attacks on Ukrainian positions and populated areas. These are Ukrainian military figures and have not been independently verified.

The heaviest fighting was reported in the Pokrovsk direction, where Ukrainian defenders faced 24 attacks, and in the Kostyantynivka direction, with 23 attacks around Kostyantynivka, Novoselivka and neighbouring settlements. Ukrainian aviation, missile troops and artillery struck four Russian drone command posts, four troop concentrations, three artillery systems and another important facility, according to the General Staff, which claimed Russian losses of 2,020 personnel in a single day, along with two tanks, 47 artillery systems and 1,855 drones.

What happens next

For Kyiv, the talks proposal is a test of intent rather than a breakthrough. Ukraine has accepted the American format in principle, leaving the next move with Moscow at a moment when Russia is intensifying strikes on Ukrainian cities and infrastructure. If the Kremlin refuses or attaches conditions amounting to capitulation, the October deadline will pass like the deadlines before it, and the technical progress made earlier this year will count for little.
